Program Review for HOPE Logistics
Program Review Framework & Criteria
I. Connection: From interest to application (Qualitative, program head and dean)
1) Please provide a description of any changes to the program since the last cycle and the appropriate updates to the catalog (general education changes, program requirement changes, ancillary program costs for students, hours/credits of credentials, etc.).
The only change to the program since the last cycle was the course change from SDV 108 to SDV 100.
2) How do students find out about the program? Please provide examples of advising activities, marketing materials, or other outreach and engagement events designed to recruit students to the program.
The HOPE
Program is promoted through relationships with local businesses and partners. PHCC has a strong collaboration with Radial who has been the primary employer partner for the program, utilizing the curriculum as professional development for employees. Radial also guaranteed interviews to program completers. WECD staff serve on local community boards such as the
MHC&PC Re-Entry Council, Community Recovery Program through Piedmont Community
Services, and the Workforce Development Board. WECD also partners with WIOA, VCWWP,
Henry County Adult Education, VEC, HMDSS and PCDSS. WECD hosts Open House Information Sessions (now
virtually), create and distribute flyers and position banners in partners’
offices.
II. Entry: From application to pathway entry (Qualitative, program head and dean)
1) Please provide a description of your program credentials and how they stack into one another.
The program credentials that are embedded in the HOPE Logistics Technician program include the Certified Logistics Associate (CLA) and the Certified Logistics Technician (CLT) offered by the Manufacturing Skills Standards Council (MSSC).
The purpose of the Certified Logistics Technician (CLT) ®
certification program is to recognize through certification, individuals who
demonstrate mastery of the core competencies of material handling at the
front-line (entry-level to front-line supervisor) through successful completion
of the certification assessments. The goal of the CLT certification
program is to raise the level of performance of logistics technicians both to
assist the individuals in finding higher-wage jobs and to help employers ensure
their workforce increases the company’s productivity and competitiveness.
The CLT program consists of two parts:
·
Foundational-Level
Certified Logistics Associate (CLA) ® Certificate (taken in BUS 234)
·
Mid-Level Technical CLT
Certification (CLT) (taken in BUS 255)
Before sitting for the CLT assessment, candidates must have a CLA
Certificate.
Questions for consideration:
1.a. What is the employability (or transferability) of each credential?
The employability of each credential has seen a drastic decline. Most program completers were already employed by Radial. Since PHCC's initial collaboration with Radial, there have been some leadership changes. In more recent conversations with Radial, the company shared that the MSSC credentials and content no longer align with their current operation.
1.b. Do all credits from a sub-credential transfer into the parent credential?
There is no parent degree for HOPE Logistics Technician.
1.c. What is the timeframe of completion for all credentials within the program (i.e. is the program setup to award sub-credentials prior to the parent credential)?
The timeframe of completion for the CLA and CLT credentials is two semesters, as one is the pre-requisite for the other. In some cases, with creative scheduling, the two credentials may be completed in the same semester, with the 8-week schedule for each course/credential.
2) Program enrollment, if applicable, disaggregated by specialization (Quantitative, IE)
Type | 14/15 | 15/16 | 16/17 | 17/18 | 18/19 | 19/20 |
Headcount | 0 | 0 | 15 | 6 | 8 | 0 |
FTE | 0.00 | 0.00 | 9.70 | 0.67 | 3.77 | 0.00 |
a. Annual program FTE and HC over the last review cycle (To include SCHEV program ratios and SCHEV class ratios)
III. Progress: Pathway advancement (Quantitative, IE)
1) Student learning outcomes data
Outcome | Assessment | Benchmark | Prior Changes | Outcome Trend |
Apply personal computer operations and applications | Final project (ITE 115) | 75% will score "C" or better | Increased collaboration with adjunct instructors to better align course objectives and appropriate assessment | Decrease from 100% to 75% meeting benchmark |
Perform validated skills standards for higher skilled, frontline material handling workers across all supply chain facilities | MSSC Certified Logistics Associate Exam | 90% will achieve proficiency | No changes recorded | Sample size too small for trend data |
Perform validated skills standards for higher skilled, frontline material handling workers across all supply chain facilities | MSSC Certified Logistics Technician Exam | 90% will achieve proficiency | No changes recorded | Sample size too small for trend data |
2) Program credit attainment (15/12 in one semester, 30/24 for those who enrolled in two consecutive semesters)
Not applicable.
3) Program retention and persistence relative to the start date of the program (subsequent term calculation)
Insufficient data
IV. Completion: Credential attainment (Quantitative, IE)
1) Sub-credential attainment and timeframe (are students completing sub-credential prior to or at the same time as parent credential?)
N/A - there is no parent credential
2) Parent credential attainment and timeframe, if applicable, disaggregated by specialization
a. Are students completing within 6 semesters (150% of graduation time)?
V. Transition: Employment or transfer post-credential (Quantitative, IE)
1) Transfer outcomes (students who transfer with associate degree, students who transfer without)
Transfer data are not tracked for non-associate credentials.
2) Student perspective/satisfaction

VI. Sustainability: Future Program Outlook (Mixed methods, IE, program head and dean)
1) Program forecast (major expenditures, changes, personnel needs, etc.); any future costs should be explained in this section)
It is the recommendation of the VP of WECD that we deactivate this career studies certificate.
a. Any other pertinent information relevant to the review process should be provided here (e.g. community need, state/federal requirements, external accreditation, SCHEV low enrollment warning, etc.)
Despite the Labor Market projections, the current job outlook is strong as many companies within a 50 mile radius have postings on Indeed.com for logistics and distribution to include: various trucking firms, Radial, Inc., Atlas Roofing, Pinnacle Fleet, Lewis Gale Medical, Hanes Brands, Honda Aircraft Company, and the City of Greensboro.
