Program Review for General Studies

Program Review Framework & Criteria

I. Connection: From interest to application (Qualitative, program head and dean)

1) Please provide a description of any changes to the program since the last cycle and the appropriate updates to the catalog (general education changes, program requirement changes, ancillary program costs for students, hours/credits of credentials, etc.).

There have been some curricular changes since the last program review. P&HCC has changed its introductory student development course from SDV 108 - College Survival Skills to SDV 100 - College Success Skills. In addition, the program’s computer applications and literacy class was changed from ITE 119 - Information Literacy to ITE 152 - Introduction to Digital and Information Literacy and Computer Applications. Common literature selections in American, British, African American, and world literature courses that had two parts were modified into single courses.

There have also been program and changes in the specializations within General Studies. The Human Services specialization implemented several curricular changes to improve transferability of the associate degree and to increase the stackability of the Substance Abuse Counselor-Assistant career studies certificate. The curriculum in Teacher Education Preparation has also been modified to better track the curriculum of Longwood University’s elementary education program, the primary transfer baccalaureate destination for program graduates. Performing Arts and Recreation, Parks, and Leisure specializations have been deactivated because of low enrollment and to implement guided pathways principles for students.

The VCCS mandated elimination of Associate of Arts & Sciences (AA&S) degrees and attendant specializations has resulted in significant changes in the General Studies degrees. These changes will be discussed in Part VI. concerning future developments.





2) How do students find out about the program? Please provide examples of advising activities, marketing materials, or other outreach and engagement events designed to recruit students to the program.

The general studies program (no specialization) remains the highest enrolled program at P&HCC by a significant margin.  Division brochures have featured general studies information and information for all of the general studies specializations.  The brochures have traditionally been made available at all high school events (field trips, senior nights, SEED events) at the college. Marketing materials and processes will now be updated with the substantial changes being implemented in the program for the 2024-2025 academic year.



II. Entry: From application to pathway entry (Qualitative, program head and dean)

1) Please provide a description of your program credentials and how they stack into one another.

The general studies program and all of its specializations have heretofore been designed to lead to an associate of arts & science (AA&S) degree. In addition, some of the specializations also include embedded career studies certificates (CSC).  The active associate degree specializations through the 2023-2024 academic year with associated CSCs (in parenthesis) are Visual Arts (Art Studies CSC) and Human Services (Substance Abuse Counselor-Assistant).  



Questions for consideration:
1.a. What is the employability (or transferability) of each credential?

The CSCs within the general studies specializations purport to lead to employment. Many of the students within the Substance Abuse Counselor-Assistant program are already employed in the field. The Visual Arts CSC will be eliminated with the implementation of new A.S. degrees and the elimination of the AA&S degree in General Studies.



1.b. Do all credits from a sub-credential transfer into the parent credential?

The majority of credits from the sub-credentials transfer to the parent credentials. Six credits in the Substance Abuse Counselor-Assistant CSC do not transfer into the Human Services specialization, but those credits are required in the CSC to meet statutory requirements to sit for the Certified Substance Abuse Counselor-Assistant exam.



1.c. What is the timeframe of completion for all credentials within the program (i.e. is the program setup to award sub-credentials prior to the parent credential)?

All of the CSCs in general studies are structured so a student who is full-time will be awarded the sub-credential in the academic year prior to the parent credential. However, the student's specific course-load and whether the student must developmental courses could impact the timeframe.



2) Program enrollment, if applicable, disaggregated by specialization (Quantitative, IE)

The parent general studies program continues to be the highest enrolled program at P&HCC by far.  The enrollment in the specializations has varied considerably and will be rendered moot with degree changes taking effect in 24-25. Human services and teacher ed prep have both consistently been among the top 10-enrolled programs at P&HCC.  Furthermore, there are limited personnel costs for these specializations.  That is also the case for the visual arts, criminal justice, and information technology specializations as the courses in each of these specializations are generally taught by full-time faculty who would be employed by P&HCC in the absence of these specializations. Due to low enrollment and in abidance with the principles of guided pathways, the college deactivated a number of low-enrollment specializations: 697-07 - Recreation, Parks, and Leisure; 697-13 - Media Design & Production; and 697-14 - Music.

General Studies Outcomes

The pandemic interrupted implementation of revisions to the assessment of the VCCS core competencies which accounted for the primary learning outcomes for General Studies. The outcomes will be revised in connection with the AS degree programs being implemented in 2024-2025.

General Studies Credit Attainment

As was the case with the last program, the credit attainment numbers are surprisingly low. SEED and athletics requirements mean that a significant percentage of our students will be attempting 15 credits and 12 credits a semester. Part-time students and students who are near the end of the program will reduce these numbers somewhat. It would be instructive to compare the General Studies numbers to institutional numbers.

General Studies Parent Credentials 

According to the National Center for Education Statistics (https://nces.ed.gov/collegenavigator/?id=233019#retgrad), the "normal" time credential attainment rate for P&HCC in the two most recently available years is 27% and 28%. The General Studies degree and most of the specialization associates have a normal-time graduate rate lower than the institutional average. However, the 150% time credential attainment rate is much higher than the institutional averages (41% and 42%) and the most recent national averages for community colleges (36.3% and 35.5%).

General Studies Transfer Data

The transfer rate in the General Studies program and attendant specializations vary dramatically. The transfer rates for students with associate degrees vary from 8% to 36%, impacted by the number of students who transfer without an associate degree. According to the Community College Research Center, the Virginia community college transfer rate is 40%, while the national average is 33% (https://ccrc.tc.columbia.edu/tracking-transfer-state-outcomes.html).

For many years the General Studies program has been the highest-enrolled program at P&HCC by a significant margin. The decision by the VCCS to eliminate AA&S degrees and specializations will lead to numerous changes being implemented in the 2024-2025 academic year. General Studies will continue as a A.S. degree with some minor curriculum changes. SDV 199 and the two required wellness credits are being removed from the program. In addition, the

As indicated previously, a number of specializations are currently experiencing very light enrollment.  The specializations are not subject to SCHEV enrollment requirements.  However, in light of the inability to offer required courses in some of the programs and with the implementation of guided pathways within the VCCS, those low-enrolled specializations may warrant scrutiny.
